Yes it does. My wife has celiac and is highly allergic to any gluten. Years ago she started getting a rash on her scalp and shoulders. And not even the local allergist could figure out what it was caused by.
By a process of elimination, we finally got it down to her hair shampoo. And it was supposed to be a hypo allergenic product. A call to Proctor and Gambles customer service got her a nice young lady that was actually concerned about the reaction. She asked questions and took notes and gave promise to call back in a week or two. A week later she called back and was very apologetic. She had found a supplier had changed a formulation and didn’t tell them. And it now contained gluten. She said they were forcing the supplier to go back to the old formula and that this had triggered a division wide audit of all suppliers.
And a week or so later, this brand of shampoo was no longer to be found on shelves of stores in our area ever again. And my wife enjoyed a year’s worth of free hypo allergenic products for Proctor and Gamble to boot.
My workplace is regulated by the FDA and USDA. Everyone is very focused on compliance and food safety and ready to jump on a call with a dozen executives if there’s so much as a whisper of an issue. There’s clearly still some teeth in these regulatory agencies if it’s causing the executives I support to be so concerned about maintaining regulatory compliance!
There is some kind of carcinogen that is in some shampoos more than others, I forget the details but a study found very unhealthy levels in seemingly random shampoos and I think soaps, maybe 10 or more years back.

So yes, report this stuff if it happens!

Probably saved them a lot of money in the long run.
It probably did. But who suspects shampoo!
